Would have been time?  There _was_ time, over 200 days in most cases.  If
the necessary change couldn't be made in 6+ months, how much longer should
it be given?

In the meantime, they _are_ violations of the DFSG and should be _fully_
treated as such.  If that means removing their current versions from
main, so be it.  If instead the parts in violation are removed, so be
it.  They can be added/moved back when the violation is resolved.
