Hi.  I'm the PAM maintainer and I've not really been all that involved
in this discussion.

I'm perfectly happy for /etc/environment to be a pbublic interface for
user environment variables.


I understand there is a desire for the locale information to live
somewhere else.  I don't mind that, but I don't think we have time to
do that reasonably for sarge.

At tbm's request, I intend to provide a tool in libpam-runtime that
will allow you to query /etc/environment.  That tool will have an
option to query the system environment file.  The intent is that when
such an file exists--if it ever does--that the tool will be updated to
query that file.

I would recommend that gdm use that tool in the system mode to get the
locale variables.  If that's unacceptable to people and they cannot
provide a compromise we can implement in the sarge timeframe, then
things will suck for our users.
