I think the first action should be a reminder to the maintainer. If
one has to check the watch page one could just as well check the
upstream homepage.

I would also welcome reminders about bugs for my packages. After a
reasonable while and in increasing timespanes without activity on a
bugreport a small reminder could be send.

The feature could be subscribeable, i.e. you have to activate it once
for each package. Any person could subscribe to the feature with his
email address like a mailinglist. Or it could be added to the package
tracking system.
