apt-listchanges lists the NEWS.Debian items of all packages in one place,
whereas debconf notes come intermixed with 'real' configuration questions
(of which there are way too many...). So I'd argue this is a substantial
difference.

(To Colins questions: IANADD, and I don't follow development that closely,
so I wouldn't know.)
