It gets fetches, unpaked and then checkbuilddepends find problems. and
puts it in Dep_wait.

You can only detect if the package is uploaded. Anything else would
need intelligend parsing of buildd logs.

Checking only archs with previously build depends screens out any of
the above cases, you should do the same in yor proposal.
