Hum, I think there is misunderstanding. The GPL requires, from someone
who distribute GPLed software, to provide a copy of the GPL License.

     "You should have received a copy of the GNU General Public License
      along with this program"

But it does not require to provide a copy per package shipped. When
you shipped 900 GPLed packages, you're not forced to provide more than
one copy of the GPL.

So Debian comply with your license by making sure that _one_ copy of
the GPL is in Debian, not by "including the text of [the] license in the
debs".

And Debian do that. Try the following 

dpkg --listfiles base-files
