I have long since done so. I do not quote the GPL in the copyright file:
that would be silly. I do include the upstream COPYING file or equivalent.
If that is a policy violation, so be it. I am not going to remove the
author's license in order to save a few bytes.
I am author as well as maintainer of two of my packages. As author, I
expect Debian to comply with my license by including the text of my license
in the debs.
