I didn't make any assumptions about costs associated with downloading. I
only mentioned disks and time. Downloading involves disks and time, and
therefore is expensive. Obviously, bandwidth costs money. However, if
you are paying that much for your bandwidth, you probably should be
using a CD anyway.

However, "use less bandwidth", like "use less disk space", "use less
memory", or "run faster", is still a wishlist bug, not a grave bug. The
real bug (~normal severity, IMO) is in the kernel's build system.
