Not trying to be apologetic to anyone, but I'd like to point out that
I've heard too many reports of new maintainers coming in only to
maintain their one package for six months then vanish totally, thus
"showing deplorable communication skills" and adding "tracking MIA
people" to the already large amount of work the QA group has to deal
with.  The MIA problem is significant enough that NM might be the only
way to tackle with it seriously.  That means taking time to examine
applications.

  I'm explicitly not addressing the perceived problem of our current
DAM's "communication skills".
