That's true for essential package, but required != essential.

Legal ramifications? The default /etc/motd in Debian says:
Debian GNU/Linux comes with ABSOLUTELY NO WARRANTY, to the extent
permitted by applicable law.
Either you didn't install Debian yet, or you don't understand how free
software works.
