Most hosts do not need a name server at all. Most hosts, especially ones that are using ppp, should probably have a DNS cache. Not waiting for the 250ms+ modem round-trip for a DNS query to the ISP server _really_ helps web browsing, etc. [Actually, some browsers have a built-in DNS cache, but that's another issue entirely.]
