Are you sure ?

Oh yes you are correct.

The problem is that doing 'debian/rules build' will try build the
documentation and fail. Of course, we can build the documentation in the
binary-indep target instead, but it is not good since it can be run as
root, and I would really consider it a kludge.  

I understand that build-indep and build-arch have been added to policy
for that purpose but that sbuild do not know about them. Is there plan
to fix that, at least for the sake of m68k ?
