Not to mention that at the moment if someone uploads something into
the queue without a properly signed dsc, no user ever downloads it.
(Let us not forget that some ways into the queue are via anonymous ftp
uploads)

However, if we provided raw queue access, this would change.
(watch the debian incoming queue become a warez site!)
