Then why does 'man ip' produce "This program does not have a useful man
page"? And again, if I'm I *need* the docs for ip, I probably don't have
access to the internet, so all the networking howtos in the world don't
help me.

Yes, of course, as a newbie trying to make my eth0 work, the first thing
I'm going to look at is the "Advanced Routing How-To". Right.

See, this is the basic problem. The people who promote using 'ip' and
dropping 'ifconfig' don't need the man page, so they don't feel inspired
to write one. But when one says "Hey, if you want newbies to use this,
you need to document it", they point at the advanced routing how-to. :-(
