Why not find out what software package provides the BSD style init and 
package it for Debian? I expect this would prove very difficult at first 
but I am sure you could get help to do so. Once packaged people would be 
able to select which init system they would like to use. You may 
consider contacting the Free and Net BSD developers working on porting 
Debian to those kernels.

Hmmm.... Some random thoughts on the matter....

The existing init is sysvinit 2.84-2woody1, so you may have to setup a 
Conflicts or something to make it work. Additionally I think there is an 
init included in the base-system which you would have to consider as 
well. The biggest problem would be converting the existing sysv style 
symlinks into the equivilant for the BSD init. This would be further 
complicated by whatever mechanism is currently used to update init.d 
links when a package is installed. So ou would have to cature that in 
some manner and add the appropriate info to your config file.

It doesn't look like a very small undertaking, but I think it could be 
done.
