I don't know, I created aspell-ca using the already established scheme.
I insist that even if it may be confusing, it's the right thing. Every 3
weeks, someone asks me if I translate for Canadian English when they see
my ca.po commits. There's nothing we can do about it.

There's also openoffice packages with 639 codes, same as Mozilla and KDE
lang packs.

Aspell is about languages, that should make it a bit more clear.
