dact-0.8.11-3 is in 
klecker:/org/non-us.debian.org/ftp/pool/non-US/main/d/dact

but its not in either

bug1@klecker:/org/ftp.root/debian-non-US/pool/non-US/main/d/dact or
http://non-us.debian.org/pool/non-US/main/d/dact/

I think the problem is that what you call the main non-US tree is only
accessable to debian developers and isnt being syncronised with the
external tree. (but that just my guess)
