It's not. potato is the set of packages referenced by its Packages.gz files,
and woody is the set of packages referenced by its Packages.gz files.

If you want to mirror the woody distribution, you have to mirror the
Packages.gz files for woody and every package referenced there. Nothing
forces you to mirror the potato *distribution* as such, you just
mirror the packages in woody wherever they are (potato, pool, etc).

All packages are now physically in a "package pool", which currently is
spread across two directories: `potato' and `pool'.

When the "testing" distribution started, there were packages physically
under the woody directory even if they were not part of woody, this is
because the woody directory was also part of the "package pool".
