Of course that's not been true for perl since we discovered the absolute
chaos such a thing leads to, and since bod stepped back and found an
entirely better solution to the problem for perl. I would approach
introducing versioned packages for non-library packages that are widely
depended on very cautiosly, and try hard to find a better solution first.
