You completely twisted what Bas said.  "The idea is that we want to
make sure that all debian developers are competent."  Where in that
statement did he say that non-developers are not competent?  The
problem here is one of the Debian project *assessing* the competence
of contributors.  For that, we have a very well-thought-out and
*working* solution.

It is indeed obviously false, so why didn't you bother to check what Bas
said more carefully to try to reason out what he really meant to say instead
of going off half-cocked about it?

Fine, then please submit patches as bug reports where you think things are
not getting the attention they deserve.  In this way, you can contribute to
Debian development without being a developer.
