Saying you can do something is one thing.  Actually doing something useful
is another.  There are lots of ways to help make a difference in Debian 
without becoming a maintainer, if that's what you're asking for.

Too vague?  Ok, how about a concrete suggestion:

Pick your favorite unaddressed bug(s) in the Debian bug tracking system, fix
them, and post a diff as a followup to the bug in the BTS.
