I like it when I have CVS access and participate fully upstream.

Not necessarily.  Upload a .orig.tar.gz containing the debian directory
and an empty .diff.gz (and not a .tar.gz file without a diff.gz).  This
leaves you free to patch in stuff as version -2 with the patch going
into the diff.gz file.
