How about sending mails from unrecognized addresses (i.e. ! @debian, ! bug
submitter, ! pgp signed) through spamassassin?

Isn't this done today to emails to lists not sent from a subscribed address?

Dont know how the machine load is affected though, but it could always be
handled by another machine to preprocess the BTS mails.
