This is not the reason it is not owned by any one package. Any
configuration file that is created and maintained by a packages
maintainer scripts is not owned by any package, because it is,
necessarily, not included in the build tree under debian/tmp. Most of
these files are used only by one package. A common example is
/etc/smail/*.
