This was already the case; even if you used auric as your mirror (but,
of course, people don't) it could be several hours between the bug
being closed and the package being available.  The only difference now
is that the potential time lag has been lengthened.  The trade off (as
explained in the original mail) is less all-at-once load on the BTS,
faster feedback on changes in bug status (useful for, e.g. tracking
bugs during bug squash parties, etc.) and incoming.debian.org being
more useful for packages that are urgently needed.
