[Clarification] How to autobuild with CPU optimization



I should have been more clear:

I want to build two packages of ogle on sparc.  One (ogle) vanilla
package, and one (ogle-sparcasm) that uses assembler instructions only
found on the v9 sparc CPU (if I understand correctly, I'm not faliliar
with sparc archs).  The autobuilder normally refuses to use any v9
assembler, so how do I tell it this package is a special one, that
should be allowed to use the v9 assembler?  Do I have to ask
permission somewhere?
