reportbug message displaying / packaging enhancement

I've been reading galeon bug reports for some hours now...
and i noticed that _lots_ of these bug reports are actually mozilla
bugs... (apart from lot's of duplicate bugs)
So it would be great if reportbug would ask the users before submitting,
if their problem exists with mozilla as well...

I'd suggest adding some defined filename to the Packages, let's say
README.Debian.bugs.gz or something like that; these files should then be
displayed by reportbug first.

This should perhaps go into policy then?
