The operative word is not the word everyone has been arguing over
("ad-on"), but the word "may". It's our choice, and we have historically
chosen not to use /opt, and we clearly still have a consensus not to use
it. 

It's a pity that Eray seems to be unable to recognize this consensus,
since ignoring consensus is a good way to get yourself ignored, in
Debian..

It would probaby be software in non-free.
