read the docs in www.debian.org/devel or do a:

apt-get install maint-guide debian-policy developers-reference

and read them at /usr/share/doc/$name

you need a PGP key if you want to sign your .changes and .dsc
file (yes, that's a good thing) but it is not essential for local
packages... if you plan to upload them to some public place I'd
suggest signing them
