All you need is the last released version (as in part of an official
Debian release) and an xdelta to the current version.  Whether we
use an xdelta of the resulting debs or a deb consisitng of xdeltas
of the changed file together with a script to apply them remains to
be seen.

Did somebody say "release management" recently?
