It should stand for no_NO, which usually maps to bokmål, since about
90% of the population uses bokmål and not nynorsk.

However, we have three locales,

nn_NO ISO-8859-1
no_NO ISO-8859-1

and in addition, nb_NO, which is actually missing from the
SUPPORTED.gz in /usr/share/doc/locales.

(And I haven't begun talking about the lapps and their, uhum,
interesting character sets and locales)
