no, Castillian is what everybody calls Spanish, it's not a dialect.
Spanish is called castillian because it is the language that was talked
in Castilla, which is the big region of Spain comprising almost all of
the Spanish territory. But Castillian = Spanish.
Speaking properly, you would call the language Castillian, and not
Spanish, to clearly differentiate with the other languages that are
spoken in Spain (Catalan, Galician and Basque)

well, Catalonia and Galicia have their own locales, since they are
different languages than Spanish (Catalonian is a Spanish-French mix,
and Galician is similar to Portuguese).
Andalusian is Spanish (although with a different accent :-), so there's
no need for a different locale.
