Well almost. A package that can help someone to install things
to /etc (and other places).

Ie:

* You create a package:
  host-foo.deb

* This package install things to /usr/share/systemdir in a special
  way.

* The script is automaticly invoked on installation and the data
  in that dir is used to configure your system.

I think deb-sysconfig is the best name.

So there will (probably) be:

deb-sysconfig		(meta package to install -base and -user).
deb-sysconfig-base	(to configure /etc and similar things)
deb-sysconfig-user	(for user and group configuration)
deb-sysconfig-mysql	(for mysql access)
deb-sysconfig-samba	(for samba access)
deb-sysconfig-devel	(to develop the config packages).
