The receiver will be correct even if CCed unwillingly :)
If the previous mail leaves the future receivers unspecified, you rely on
people to make sure of that. Enough said :)

That's probably because those people's mailers don't know about
Mail-Followup-To. This problem has a technical solution.
Alternatively, mails he complained about were provocations. >:)
