AFAIK debconf's template files do it like this:

Description: <endlish description>
 <...>
Description-pl: <polish description>
 <...>

This seems easier to parse to me.

I still think that the Packages files are the wrong place for
this, since the size would multiply and everybody has to downlad
everything.

Hmm, would Packages, Packages-pl, ... be feasible?
