Strange. I just downloaded Packages.gz from ftp.debian.org:

mme@feivel:~$ zgrep "Filename:.*quota" Packages.gz
Filename: pool/main/q/quota/quota_2.00-9_i386.deb
Filename: pool/main/q/quotatool/quotatool_1.1.1-1_i386.deb
Filename: dists/potato/main/binary-all/admin/tcpquota_1.6.15-7.1.deb

So yes, it's still there. I usually update my system from a mirror and
that's where I looked:

mme@feivel:~$ egrep "Filename:.*quota" /var/lib/dpkg/available
Filename: dists/potato/main/binary-all/admin/tcpquota_1.6.15-7.1.deb
Filename: pool/main/q/quotatool/quotatool_1.1.1-1_i386.deb

As you can see it's not there. Now I have no idea how this could happen. But
it surely explains it.
