Unless, of course, a newer version of debconf were to be uploaded with (for
whatever reason) a higher urgency, in which case it could help to get both of
them in more quickly.

I guess the solution is to have the version in testing backed out to an earlier
version (this has its own set of problems, since other packages depend on this
one), or removed to wait for another version to enter testing (same problem).

Perhaps packages should be built from source using the current packages in
testing before they are allowed to enter testing themselves?
