This is quite possible. If what you are proposing is a tool used only
by those doing security audits, then I don't oppose it. However, you
also suggested (or at least hinted) that it would be used eventually for
everyone. This is a bad idea and will make things too hard for the average
developer - the tools not up to it (Debian is way too huge for CVS,
for example) and it will require changing the whole way of doing Debian
development, without offering enough benefits to be worth the revolution.

As a tool restricted to doing security audits only, go ahead and do it.
It doesn't require discussion.[1]
