For the reference, you may find this in mailing-lists.txt in 
doc-debian package, even in the potato version:

  debian-newmaint-discuss@lists.debian.org

      Description : This mailing list is for general public discussion 
                    relating to the work of the New Maintainer team.  
                    All mails to debian-newmaint-admin are copied here.
      Moderated   : no
      Subscription: open

So, if you have proposals, idea, comments on the current NM process
queue, you're free to subscribe and use that list.

(I have seen on the list the updated weekend report which inform that
the Debian got new 23 members recently.  So, the NM-queue is LIVE.)
