standalone build-dependancy checker

Actually, here's a program to do Build-Conflicts too. It pasrses the
debian/control file now, and also handles Build-Depends-Indep and
Build-Conflicts-Indep. Like dpkg-buildpackage, you can pass -B to make
it skip the -Indep checks.

It just saved me uploading a broken package, so it's pretty useful. It
would be nice if dpkg-buildpackage could call it (with an option to
not fail if it returns a failing return code).
