The Problem is that you dont have a secure channel to get the key of that
"trusted" person to the Users/Mirrors/dinstallers who need them to avoid
faked packet uploads.
If we trust those "word of mouth transmitted keys" we can avoid using them
and go back to a simple password protected queue (especially since Mirrors
still fail to use the signature, right?)
