Hm... I think I had already tested, but forgot a bug report. In fvwm2 at
least, a submenu title does appear, but does not pop down when clicked.
The generated fvwm menudef is like:
+ "&Web browsers" Popup /Debian/Apps/Net/Web browsers
Adding quotes by manually editing corrects the problem. Tracked the source
to fvwm's menu-method:
submenutitle= "+ \"" escfirst(title(),$hotkey,"&") \
cond_surr(icon(),"%","%") "\" Popup " $section "\n"

OK, I'll use spaces if noone objects.
