There's also a difference between a one package maintainer, who isn't
concerned with Debian as a whole, and someone who actively participates in
Debian project matters, aswell as other non-package related things.

Debian needs multi-tasking developers, not single-package maintainers[1] who
don't want to deal with project matters. I don't think developer
membership should be given just so your above example is easier. As many
people have said, membership is more than just maintaining a package or
two.

[1] This is to say that we don't need members who are like this, not that
we don't need those kinds of people, or their work. I just don't think
they should be holding a seat they aren't using, when someone else could
be doing so.
