Avoid duplicate server restarts

The following situation is given. I have two binary packages
interchange (formerly minivend), the server
and
interchange-ui, administration interface.

If interchange gets installed or updated, the server
has to be (re)started.
As interchange-ui contains code for the server, the
server has to be restarted.

If both are installed/updated at the same time, the
server will be restarted twice. 

Can you think of a way to restart the server only once,
I both packages got installed ?
