Why do you think that?  It seems to be the opposite, to me.
Notice the "develop and run" part; if users develop non-free software
on Debian, then obviously we're not distributing it yet.

It doesn't say what kind of support, and I think that's intentional
-- there's no way to enumerate all the ways we might interfere with
people developing and running non-free software on Debian.
