it's really simple:

debian can't distribute KDE because the license doesn't permit us to do
so.

if KDE developers were to add an extra permission to the license (as has
been requested many times) then debian would be able to distribute KDE
(at least those parts of it where KDE owns the copyright and is entitled
to modify the license).

the choice is yours/KDE's. fortunately, the choice is really simple too:
do you want debian to distribute KDE? if yes, then grant the permission
to do so in your license. if not, then keep on ignoring the issue -
we're certainly not losing any sleep over it.

PS: another (much better) solution would be for Troll to change the QPL
so that it wasn't incompatible with the GPL. i estimate that the chance
of that happening is about the same as the chance of KDE ever adding the
extra permission to their license.
