I believe this to be a good suggestion.  It would also provide a common easily 
accessible reference for the KDE folks if they wish to change their licensing 
so as to be included in Debian.
IMHO, not only is it important for Debian to be conservative in their reading 
of the GPL, but also to explain to the rest of the community why our 
interpretation is different.  (How else will they learn why they are so wrong.)
