Which termcap is right?

I just upgraded my potato box from a mirror I updated Friday,
12/31. During installation, mailcrypt, ssh, debconf, and gnuplot
reported:
> Cannot find termcap: Can't find a valid termcap file at /usr/lib/perl5/
> 5.005/Term/ReadLine.pm line 305

     Line 305 of /usr/lib/perl5/ 5.005/Term/ReadLine.pm is:

  $terminal = Tgetent Term::Cap ({OSPEED => 9600}); # Avoid warning.

I also have /usr/lib/perl5/5.005/termcap.pl, which is a much
shorter file.

ssh works normally, but dpkg-reconfigure (a debconf command) fails
with the same error message about "Cannot find termcap". I haven't
tested mailcrypt or gnuplot, since I have never used them.

I can't tell if this is a bug in perl-5.005, or the packages that
are looking for termcap. Any ideas?

     Versions of the packages involved:
  perl-5.005 5.005.03-4.1
  perl-5.005-base 5.005.03-4.1
  mailcrypt 3.5.5-5
  ssh 1.2pre17-1
  debconf 0.2.59
  gnuplot 3.7.1p1-3
