This does not seem to be the proper criterion. Priority levels
are not intended to cast value judgements on the software; they
identify what we consider ``standard'' software available on almost
all boxes. Packages of priority standard and above are installed by
default by the installation/package selection tools.
I submit that not all machines need have ftp and http servers
installed by default. In my home lan of 6 machines, and my current
clients lan of some 50 machines, there exist only one server each.
I prefer the option of going in and selecting an http server
on two out of nearly 60 machines; rather than having to remove the
servers from nearly all of them.
