Indeed.  "Too few" actually is no number at all, it's a comparison.

On Sep 14: closed 4, opened 3.  This is how it should be.

I can't check the actual opened bugs now since they are not yet in the
BTS web pages, but some of the older RC bugs could easily be fixed in
an hour or two.

The definition of release critical bug is the following: "fix the bug or
risk either removal of the package from the distribution, or postponing
of the release".
